HD Saddle Bag upgrade

Have an 11RGU.  Purchased a replacement parts kit of ebay for a friend who had damaged his cover for a 17 RG with the one hand opener that is on the new bikes.  Was wondering if those kits are downward compatible?  Has anyone tried to convert the old bag hinges and locking mechanism to the newer method?

I would have looked further into it but wrapped the kit as a Christmas present before I started wondering if a retrofit would work.

I bought a set of the later bags I thing off a 14 or 15 don't know for sure in really clean bags and I just set them on adjusted the brackets some done .  I did change out the fasteners  also that secure the bags to the later design also
