Axel spacers

A friend of mine removed his rear wheel on 97 Roadking to have a new tire installed. When he was putting it back on, he has a gap on Sprocket side. If I am not mistaken, should there not be a small spacer on the rotor side and 2 spacers on the sprocket side?
