Question on Installation of Dyna's Swing Arm RH Spacer

Any of you '06 and later Dyna guys remove your swing arm and replace the bearing/bushing?  When you go to reinstall the assembly, the parts manual shows the "hat shaped" right hand spacer (#19 in the attached figure) one way (narrow part facing outboard), but the shop manual depicts it in the opposite orientation. The shop manual also has a sentence about the spacer's chamfer facing outboard. However, the mark on the dust cap made by the spacer tells me the factory installed it in the orientation depicted in the parts manual on my bike. And, I don't understand why the spacer is even hat shaped to begin with, versus being shaped like a cylinder.  This is for an '07 Dyna.  I did look at the parts manual for every year through 2017 and the artwork for that section is identical.

install as per the diagram you posted that's the way I've seen them
