'02 FLHT fork lock won't lock with key.  The fork locks when the ignition is turned to the full left position, however, I can't turn the key then back to the right to lock it.  What do I need to replace?

So, the ignition switch goes to the fork lock position and the fork locks, but the key won't turn to lock the switch?
Listen to the jingle the rumble and the roar.

Forks locks are useless, one good kick to the end of the bars will break it easily.......

check to see if a wire harness is preventing the fork from going full stop, sometimes they do and you have to push on the bars to get the key to turn.

My 06 had a a similiar problem , turned out to be the rubber bumper on the fork tube was pinching the clutch cable not letting bike turn freely all the way left.

I was going to suggest the clutch cable too till you verified that the fork actually does lock.

Fork locks and the locks you put on your rotors are totally useless.  Two guys pick up the front end and slip a skate board under front wheel and then slip another skate board under rear wheel and they are gone..  Scary...  It happens all the time...  To me best way to secure my bike it to cable it to another bike or fixed object...  I was at Home Depot and some guy had his bike stolen..  He told police,"I was only in the store for 10 minutes."

Try turning the front end slightly to the right to remove the key.

I am always afraid to use the fork lock as I am afraid of forgetting to unlock them. And yes, they are useless.  One good yank and they are undone.

Most locks are made to keep honest people honest.  If they want it, they will get it.

Will the key turn when the switch is in the OFF position? I suspect it won't. Lubricate the tumblers.
I've heard that you should never lubricate a barrel lock, but I've been doing it for ten years with no problems.
I use a liquid with graphite in a spray can that I get at the hardware store. Lock-Ease I think it's called.

I hear the  :gob:talk about how useless fork locks are; that's not the point.  The damn thing is supposed to work and if it doesn't, leaving the bike unlocked is like leaving your car in the parking lot, door open, and keys in the ignition; why make it any easier.  I just want a feature on the bike that is not working to work.

Barry, I will check if the key turns in the OFF position but I suspect you are right and it won't turn. If not, I will lubricate and see if that helps.
