Hydraulic Tensioner Question

When I installed the primary tensioner on a conversion set up on a 2004 Fat Boy, it seemed to be bottomed out.  Is this normal?  The secondary tensioner wasn't bottomed.  Thanks for any responses.

There was a thread on this with a spring in the tensioner installed on the bottom of the pin instead of the top.  The spring on the bottom was installed wrong at the factory.  You might want to pull it and check. HERE is the thread, scroll through and you will see the pics

Thanks for the response road dawg1.  I checked both tensioners for proper assembly before installation.  It is collapsed dues to the chain pressure on it.  It was easy to get both bolts in the tensioner body during intallation, but the shoe was pushed all the way down.  I can still move the chain opposite of the tensioner by pressing on it with my finger.  I wonder if the motor just needs to be rotated a few times to pump it up?
