Replaced Shifter Shaft Seal, Still Leaking!

I was swapping the cans on my 11 the other day and the left can was well oiled.  Shifter shaft seal is leaking.

The pawl has been loose in the case pretty much since day one.  Loose as in it always looks like the lever has come loose. 

I'm not going to screw around with it, I'll replace the bushing and seal.  And if the old pawl is still loose in the new bushing, then I'll order a new pawl.  It's not as if sitting for a couple of weeks in January is a huge hardship.

FYI.  The seal installer sets the seal flush to the case face.  There is no step for recessing the seal such as is found on the 5 speed shift seal installers.  It's a pretty snug fit over the pawl spline, so would be good at starting the seal into the case straight.  The original seals has steel outer bodies, and were hard to get started without the driver.
