My 98 Road King starter will engage for a second or two then spin.  It will engage and start after several try's. Any thoughts are appreciated

Sounds like the Bendix clutch has gone south. Been there, done that, fixed.

A safe bet is to install  ALL BALLS   bendix,  clutch whatever you want to call it .

Starter clutch, and as mentioned above the All Ballz is a better unit than OEM.
