Is it necessary for the 2000i to be completely hooked
up to the bike, ignition on,  for the Curvemaker software to recognize it for programming zero dead revs?

No.  But it's a little bit trickier because you do need it powered on. 
There are a couple versions of cords floating around that work.  I think it can be done with a nine volt battery as long as it's wired correctly.
