Super g carb question

Probably a dumb question. I'm not much of a carb guy but I'm trying to learn. What is the blue thing in the he pic? It's hard mounted to the carb and tools to have an adjustment wheel on top.

yup not specific to S&S carbs and come in many colors....well 2, mine is red on my CV carb

Ohio H-D thanks  I think that's it. I just purchased an 02 softail and she's pretty souped up. All this stuff is new to me so I have some learning to do.
