pinch bolt

Doing a front tire, Front pinch bolt came completely out, not the nut like usual. tried soaking the nut , put in vise , can't get nut free. I'm going to reinstall the stud the way it is. Should I use lock tite and torque to specs

Get a new stud and loctite the new stud in place. Use a new nut
