2008 speedo not working

Hi All

2008 ultra fly by wire has no speedo. Have replaced the vehicle speed sensor and it seems that there is a voltage variation in the senor output although I do not know what I should be seeing there. Any able to advise?

The tacho works and the power vision is getting info so the data bus seems ok. The speedo indicates good on startup WOW test. I have checked continuity to the ECM which seems ok so I'm leaning towards a faulty ECM. Anyone have any experience with this?
