The voltage dropped when cranking the starter to 11v using the multimeter. 

While above 10v, I relied on the indicator lights on the battery tender so I just put in a replacement battery realizing that I may be doing so prematurely. I got 8 years of service from the first, 4 years from the replacement. But I drained it real low a few weeks ago.

I'm sad to say that the battery tender indicator lights are the same with the new battery. Oh well. The new battery was at 12.7v before being installed, sort of on the borderline according to the literature so I threw the tender on it.

I usually reserve trust in a battery once it has been run down, especially if it was almost completely dead.
There is a member here, Ken R, who does a lot of low speed obstacle course riding. He may be able to shed some light on what he sees when doing so.
You could send him a PM to see what he might know.
If the government gives you everything you want,
