2015 Sportster Lacking Diagnostic Mode

The 2015/Sportster 48 that I am working on is not showing any codes on the digital speedometer readout. The diagnostic mode is not coming up.
The digital screen will show the odometer mileage and indicate that it's not in gear. 
Nothing else is coming up on the screen. 
The bike will not start either.

Does it happen to have a PV3 or FP3 attached to the diagnostic port?

Neither the PV3 or FP3 are attached to the gray diagnostic port. In fact nothing is attached to it.

Hasn't got a power commander or similar tucked away out of sight?

No Power Commander. Appears to be totally stock.

I'm leaning towards a power drama, I'm guessing you have eliminated the battery and fuses(assuming they have fuses)being the issue so either an earthing or relay problem perhaps?
