What's your advise, where's the first place I should look?

Evo recently back from the dealer for new lifters, cam, oil pump, rings and valve springs.  Heat cycled the engine per Axtell's instructions then put 200 miles on engine under 3,000 rpm to seat the rings.  Just as I was approaching 200 miles, the tac started acting weird reading very low, the engine developed an intermittent miss at low speeds and the kuryakyn voltmeter started intermittently going off of the scale like a major overcharge.  Thanks very much for your thoughts.

  Regulator goin bad....short in the plug for reg/stator....battery connections....

Some additional information, I disconnected the tac and the problem is still there.  I'm thinking that rules out a faulty tac.

More information, just noticed several large sparks on start-up coming from the area where the large, positive, battery wire connects to the starter.  It's too hot now to check it out.  Does this sound like it could be a source for intermittent voltage surges?

Yeah, sounds like the positive to the battery is loose.

Turned out it was the positive battery cable eye broken off at the starter.  The nut was tight so I'm not sure what caused the break.  I better check to see that the starter is mounted securely and not vibrating.
