H-D top end gasket kit questions

Tore down the top end on my '92 Heritage to replace the cylinder base gaskets. It appears that the rocker boxes have been apart before judging buy evidence of prior cleaning/scraping of gaskets, (no damage though) and 2 piece rocket box gasket. Looks like I'm the first one to pull the cylinders-paper gaskets & no evidence of cleaning/scraping. I have a couple of questions about the H-D top end gasket kit, PN#17040-92A. 1. There's 2 green rubber plugs. I assume they would go into the holes in the center rocker box section, but there's two holes in each which means I need 4. These were not in the center section when I pulled it apart. Do I need these plugs? Am I short 2? Is there a certain placement for them. What are they for? I Can't find any reference in the manual. 2nd. Allen bolt seals on rocker boxes. The ones taken off were just paper type gaskets, H-D kit has steel with rubber insert like a drain plug seal. Sound right? 3rd. Head gaskets taken off had o-rings around the cyl.to head dowels, H-D kit has slip in head gasket pkg. stateing "do not use with o-rings", and the new gaskets have smaller holes to fit tighter around the dowels.
Sorry to be so long but I just want to make sure of any changes so I do it right the first time.

I'm curious about those green plugs too!  Never used them, saw no need to.  The new head gaskets have a metal ring built into the gasket, no need for o-rings, and they won't fit ayway.  I've ended up replacing the base gaskets with metal ones, and the head gaskets I've replaced with James Gaskets.  All in all, almost everything that came with the H-D gasket kit have been replaced!!

On my 92 when I did rocker box gaskets, I put the green plugs in the holes that lined up with the breather holes. Umbrella gaskets on the newer breather models. Mine did have black ones in the holes. It was the first time for removal since I bought it with 6500 miles and I did this at 30k. I figured it would help on mine to stop some of the oil loss through the SE breather bar I'm running.

Well, the -92 is kind of a rare animal, it is a bottom breather with non-funtional head breather rocker boxes. You don't need those green plugs at all. On a -93, those green (were black as noted) plugs would line up with the breather holes as noted, and only 1 is needed in a rocker center section. The rest of the observations seems to be on spot, Head gasket are redesigned to be used without o-ring. Top rocker box gaskets (washer w/rubber insert) I haven't see, but my best guess is that it is yet another redesign, as your own guess.
