Can TTS 1st program/configure a blank ECM?

If I bought a blank, new, stock ECM unit for my bike (Touring'09), can TTS program it? Or do I need the Digital Technician II to initialize it in any way?

You will need the Dealer to give birth to the new ECM with a stock map, vin number, ect
