Just wondering what everybody does when powder coating over chrome.  I've been just sand blasting the shiney chrome off to a dull look.  Seems to be working out for me.

I just scuff it up really good with a scotchbrite pad.  As long as the chrome is good to begin with.  If the chrome is chipping or pealing then it needs blasted off.  The main thing is to get the surface roughed (etched) up good to give the powder a good surface to bond to. I have PC'd a ton of chrome without any issues at all this way.

If the chrome is in such shape that it needs to be removed, I would suggest taking it to a chrome plater and have it removed (stripped) by them, rather than "blasting".

As long as the chrome is in good condition it's not a problem. Just has to be etched really well. My powdercoater has done this for several items on my bike and they have held up for years (and miles). However if it's not prepped properly (sufficient etching) it will peel like nobody's business. I bought a powdercoated headlight nacelle on ebay once where they had apparantly just coated right over the chrome and it started popping off in dime size chips while I was fitting it to the bike. My bike is nearly all powdercoat (frame, tanks, fenders, etc.) and it is really durable stuff.
