Front Shocks on FLHT 04

Guys,
        I've got a question regarding the shocks on a 04 FLHT Standard. I understand that the left shock has a cartridge inside that needs special attention when changing the oil in the shock. The right does not.  What was the purpose in doing this?  The Road Glides don't, they have no cartridges in them.  Its basically the same bike so whats with the cartridge?
        When I take the shocks off, is there a procedure that has to be done with the Left shock. I

I understand that some guys have removed this cartridge, and now are running the same parts in the left shock as the right one.  Is this a good idea.  Has anyone done it, and how were  your results? Please help.

fairing models in 04 and 05 (maybe 03) got the cartridge.  Probably a bandaid fix for the wobble.
