May be done if the 6th gear light was not coming on as expected.  MT8 cals generally do not need this adjustment.  See the TTS tech notes.

Figures out to about 1.7%, it's possible he did it to correct any speedometer error??

Speedometer correction is a separate constant that can be changed when you program the bike.  Changing the primary ratio setting actually does not affect the speedo reading.
