99 FLHT.  Can't find the torque value.  Anybody know what it is?

Not sure what your referring to exactly. But here is the Torque for everything in the Primary Case

Primary chain tensioner shoe nut 21-29 ft-lbs 29-39 N-m
Primary chain inspection cover screws 50-70 in-lbs 6-8 N-m
Clutch adjuster screw locknut 6-10 ft-lbs 8-14 Nm
Clutch inspection cover screws 7-9 ft-lbs 10-12 Nm
Clutch diaphragm spring retainer to clutch hub bolts 90-110 in-lbs 10.2-12.4 Nm
Rear wheel castle axle nut 60 ft-lbs 81 Nm
Rear swingarm pivot shaft locknut 40-45 ft-lbs 54-61 Nm
Passenger footboard bracket bolts 34-42 ft-lbs 46-57 Nm
Shock bottom mounting bolt 35-40 ft-lbs 47-54 Nm
Rear header pipe to crossover pipe TORCA clamp 45-60 ft-lbs 61-81 Nm
Exhaust pipe worm drive clamp screws 20-40 in-lbs 2.3-4.5 Nm
Mainshaft sprocket nut 50 ft-lbs, then 30° to 40° 68 Nm, then 30° to 40°
Mainshaft sprocket nut lockplate socket head screws 90-110 in-lbs 10-12 Nm
Rear wheel sprocket bolts 55-65 ft-lbs 75-88 Nm
Primary chaincase to crankcase and transmission 18-21 ft-lbs 24-28 Nm
Front and rear starter mounting screws 13-20 ft-lbs 18-27 N-m
Starter jackshaft bolt 7-9 ft-lbs 9-12 N-m
Engine compensating sprocket nut 150-165 ft-lbs 203-224 Nm
Clutch hub mainshaft nut 70-80 ft-lbs 95-108 Nm
Primary chaincase cover allen head socket screws 7-9 ft-lbs 9-12 N-m
