02 RK stock tires and wheels. Going down the hi-way the bike wants to lean to the right. Is the top adjuster off or the bottom one? Do you move the engine in the opposite direction as the lean?

Before you adjust anything, check your tire pressures!!  Run them at max inflation as recommended for your bike. As little as 2 lbs low can cause this on some bikes.
Some roads with high camber will make you think the bike is tracking incorrectly.  Even slight crosswinds can cause the same feeling, especially on fairinged bikes.
The alignment of both wheels, standing square to the frame is critical, and a minor adjustment can cause major headaches. Check your rear wheel alignment within the swingarm and it length from pivot to axle on both sides, they must be the same.
I've ridden on enough high camber roads to know the feeling of right pull, 44 yrs has taught me to ignore it, except for the hand cramps -hehe. FWIW Buffalo

same condition with new tires with max inflation, either side of interstate same amount of self steer/lean. Engine mounting bolts/swing arm bolt and bushings are centered and go into place with no prying or extra effort. Havnt' tried string or straight edge on tires yet, just looking for some tips that the book doesnt' give.

Hiways are crowned so I don't understand how it could be the same whether you are mis aligned or not? If I go hands free in the left lane, I'll drift left. If I do it in the right lane, I'll drift right. Just due to the road crown.

make sure both saddle bags are empty...we tend to more in the right side bag causing the bike to drift right.

got it coy. yours sounds neutral. mine drifts/leans right either side of course a little less in the passing lane but still there wind/no wind still same.
