17 HP difference between the 96 and the 103...no way

95 hp on a stock 110..try about 82..this information is wrong

If you download the Harley SE catalog the charts in there look like about:

Disp             HP            TQ

96                64            78
103              65            81
110              80            100

[OZNOG]

HD measures specs at the crank, not at the rear wheel.
