Excuse my ignorance, I don't know what it means by stepped head pipes. Here is the web page from cycle shack showing a 07 softail with the m pipe.

I thought all m pipes had stepped head pipes

There stagered duals are not  stepped (unless something changed recently) other than what expansion is needed for the 2" pipe

Wow could you post a photo or two . I have 2 inch CS tappered there not stepped
