RoadGlide conversion question

There is this little dowel/spacer looking thing on the lower triple tree on my FLHTC.  I'm converting this bike to a RG and I am not sure if this bad boy belongs here.  It looks like it can be popped out.  So two questions, 1. does it belong there, and 2. how do you get it out? 

I was thinking of taping it and running a bolt in to drive it out.

It's just a dowel.. wd-40 and vise grips should do it. The lower tree is the same for FLTR, FLHR and FLHT

Do RoadGlides have this dowel or just batwing faring bikes?

Just Bat Wings...and older ones at that ... RGs only have a fork cover on there ( Plastic )

Any thoughts on how to get the dowels out?  I know I can just hog out the hole on the RG speedo/tach housing to make it lay right, but if they can come out without too much trouble, I'd probably like to remove them.

I tried the pb blaster and vice grips.  Those bad boys were in there! 

So, I got a 3/8x16 bottoming tap and taped them, then ran a bolt in there and they popped out with little effort.

I really wanted the new speedo/tach housing to sit right and I didn't want to modify them even though that would have been easier.
