mechanical advance ignition

91 883 sporty engine with points conversion stopped running last summer,finally checked into it, the points are shot,advanced weights and springs flown apart so i bought new mechanical advance kit and installed it,roll the motor over adjust points to 18 thousands on the wide lobe roll it over to check for 18 on the small lobe and the ceramic tip dosent even touch the lobe needless to say the bike kinda runs on 1 cylinder  help..

i  adjust 18 th on the small lobe then roll over to the large lobe and the points are wide open, i cant get 18 th on both lobes

Either the advance assy isn't seated properly or the center bolt is bent.
