Does anyone know if a -91 XL voltage regulator could be used on a -90 XL? Is it only wire length difference?

Well the -91 reg is 22amp while the 1990 which is a -84a is a 19amp. Still a 3 wire hook-up though...     But yes-change wire lengths and they're interchangable....

Would you by any chance know if this is the case for 04-13 XL's as well? Wire length and plug type differences only?
