I have a 2014 FLHTCU and am thinking about doing an air cleaner change and am looking for suggestions.  Would the Stage 1 A/C kit be all that I would need.
Horsepower is measured in terms of cubic dollars.

just clean the one you have, it will be like new?

The Stage I kit comes with everything you need, all hardware etc.  If you are fuel injected you'll need fuel management of some type, if you are carbed you'll want to rejet it.

I've heard the newer air cleaners flow plenty for a simple stage 1, even a mild stage 2. I would save my money and skip it.

I am understanding that you don't need a fuel controller if just changing the slip-ons or if changing the air intake. But,  I put on the SE Street Cannons and didn't change anything else, and I get some pop on deceleration. I'm thinking, just that change put me pretty close to being too lean.

They are lean to start with. Installing a tuner and getting a dyno tune is now one of the best "Bangs for the buck."

These bikes are lean outta the box.  Air more air flow and less exhaust restriction and it gets even leaner.  Get a tuner and tune it.
If you have to stop and think about if it is right or wrong, Assume it is wrong.

Or simply make the changes and see how it runs. You might be pleasantly surprised. American Iron Magazine has been saying for a few years now that since the bikes have O2 sensors they can adjust for Stage I changes. Ride it and see what you think. I can speak for 4 personal bikes and 1 friends. We made changes and had no problems. I add a tuner only after changing something major like the cams. If you want to get every last ounce of HP out of the engine, then get a tuner but if you are that type of person, you will probably do more than just a Stage I.

Not sure about the bikes bigfoot5x is referring to and by no means am I saying he is wrong but for me I added a set of Fuel Moto 4" Jackpot slip ons on my 14 SG and immediately had much more decel popping. Within a few weeks of riding with these, I noticed the right muffler near the collector yellowing already due to leanness of the motor. I just finished with going forward with an air cleaner and gutted headpipe followed by a dyno tune...now no popping, WAY better throttle response and cooler running bike. To each their own, I honestly could care less for the dyno NUMBERS I just wanted my bike to run correctly and not destroy my new investment on pipes. My advice, tune it even if you do not want every ounce of horsepower. You will notice a difference no matter your mods or what others say. It doesn't have to be a race motor before you tune.

My right stock slip-on was turning gold right where it connects to the header.

Your Harley came out of the factory lean. If you do a stage 1 and pipes you will be more lean. The computer can pick up a bit but will not compensate fully. You will be lean and it may run Ok but you will still be lean.
You are popping now and you probably also have a flat spot when you throttle from idle and being lean you will go into parade mode easier as it will run hotter.
I would keep it stock. Just a stage 1 and pipes won't change much, just louder.
Although you may want that too.
