gear issue

Hello all, thanks in advance for any replies. I ride a 2006 ultra classic. On Monday I was returning from a road trip. As I was getting off the highway, tried to down shift and had no gears. Toe lever was hanging limp. Kept going as long as I could. After stopping was able to manually shift into neutral, at least the neutral light came on. From there felt and sounded as if was able to shift into first. Upon releasing of clutch, there was no gear.
With the bike off and bike in gear, the bike is able to roll freely.
Any suggestions would be greatly appreciated.

Sounds like the shift lever is either loose on the shaft, or on the shaft behind the primary. You should try tightening the pinch bolt. Then try shifting again. If the lever spins on the shaft, but doesn't shift into gear, You probably have to replace the shaft and shift lever.,,

Floppy shift lever, check the linkage going to the tranny. The typical issue is that the splines on the arm going into the tranny strip out due to not keeping the arm pinch bolt tight.(as BC Stated)  If everything it tight, and the lever still floppy then the shifter return spring inside the tranny is broken.  If it's OK, chances are you broke something big..
