Does anyone know the right size drill bit for the insert that goes into the inner bat wing  fairing. Part number for insert is 16585-96   Basically a helicoil.. top middle hole.. old one loosened up :(

When we use the replacement HD inserts we run a tap first so the outside threads don't break the plastic.  The outside threads are 3/8"-16 pitch so just use the common specified drill size for that tap.

the common 5/16'th drill works good for that size tap.

5/16" (.3125") is the correct size drill for 75% thread depth of a 3/8" 16 tap, but you really don't need to tap the hole since the insert is self tapping and uses a. 330" drill. The insert is less than a half inch long so you'd have to use a bottoming tap all the way and if you wiggle around while trying to start the tap you'll wind up with not so good threads.
