US accuses HD of cheating emissions tests

I hope the feds stay away from the aftermarket, I believe HD hopes for the same, they are willing to take the hit on this as long as the is still a viable way to tune bikes for performance, and if that happens to be in the aftermarket,, so be it. if all performance work goes away so will some of HD's overall bike sales. I expect the MOCO to comply with this and sit quietly in the corner and let us dealers continue to do business.. if I am wrong then the whole industry will change..

Sure, but how many Yamaha tuners can the sell versus Harley. It is a numbers game. Yamaha had barely released the newly designed 2015 R1 and companies were already advertising tuning.

True on numbers but Yamaha's on the whole run decent on the factory tune, so between the two, not the demand as with HD's. Simple PC does the job for them.

Can someone please clarify one point for me, please remember I'm speaking from UK/EU.

HD wasn't fined for making "illegal" vehicles, they were fined for making vehicles that their customers could then make "illegal" after HD sold them to the customer???

eg they didn't "weld the hood shut" on the production line?

Are your housebuilders next? for not preventing you from being able to change the light bulbs or washing machine or paint the walls?

Phones that people can't install apps on?



Sounds like the US is hell bent on manufacturing suicide?

If you buy an extra license for a Powervision, how does it get to you? Is it on a disk? Emailed?

Does it have to be registered online or anything to activate?

Who's to say that dyno  tuners are not correcting the bikes that don't meet epa standards.  The tool (super tuner) has the ability to do that.

Dealers were taking new bikes and modifying/tuning them even before they were ever sold.

You buy a license and then get an email receipt with a list of files they need.  Then you plug your PV into a bike and read the ECM and create a log file. You attache those files to the email you received and send it back. Then you will receive a license file back by email. This license file can be applied to any PV.

To the EPA it doesn't matter, even if it produces less polution. The vehicle is certified in a certain configuration and if you alter it from the certified configuration you have broken the law.

I am pretty sure you can get a reconfigured vehicle recertified but it costs a boat load of money.

Wow. I had no idea that was the interpretation. I figured there was an emission threshold and if the bike passed when tested it passed. Hopefully this doesn't get as ugly as it seems like it could.

Essentially the EPA/DOT want the vehicles to remain in the same condition as they were in when they were certified, and they are part of the system- we can live with what they want, or change the system. November 8th is that opportunity.

I remember some talk a few years back, I think it was Colorado that was checking exhaust systems and making sure that mufflers had the appropriate EPA stamp on them. Pretty much only stock mufflers have the stamp. No stamp, you were in violation. I believe they gave you a few days to correct the problem, but kind of tough to do if you tossed your old exhaust in the trash.

IMO the next step could be going after other after-market tuner manufacturers, unless they can show that the tuners are sold for race tuning.  If the EPA can shut the after market tuners down then they take care of any non-approved modifications.  I guess we will see if they try to push it that far.

Actually it's not a bad benefit for HD going forward...potentially limits outside competition and approved parts...for only 15 million and a few green wood stoves.

None of this is or was ever about the environment.
Some say it's about the money. Maybe, but, if that were the case, the numbers would be much, much higher. 12 million dollars is a grain of sand to the US gubmint and, for that matter, to HD.

I have seen what happened to the diesel pickup aftermarket and have been wondering if/when it would hit the Harley aftermarket.

All I can say if vote wisely in future elections.

I wonder if and how HD will make the existing race tuners inoperative. The mandatory firmware update process at the tuner software startup comes to mind. Has anyone checked this yet?
