A buddy bought a bagger with this unknown device holder. Does anybody know what it is?

My guess would be camera or GPS mount.

Are those electrical contacts? is it wired?

could be for a police or fire radio? or GPS as suggested.

My bike has one on each side of fairing, was told one was GPS and the other was for radar detector
Accurate information is expensive, rare and difficult to find!

Yes it is wired (12V supplied).
