Check that the transmission is not overfilled.
Mine will also try to move forward slightly when cold in neutral, I attribute it to the cold thick gear lube in the tranny. But it does not drag as you describe when rolling.

Paint stripper (it is the same chemical used in commercial gasket removers).

It will turn the gasket to mush, give it time.

Replace the head bolts also.

The 2019 service manual will say they are reusable, but the later manuals say they are one time use.

Check the clutch adjustment as well. With the two piece cable and crappy plastic adjuster, it is a bit of change from the old style cable. Coming off my hydraulic and going back to cable, the first thing I did was get the FBI adjuster (also got the Muller ramps)which made it much easier to adjust.

Clutch drag probably, what's in the primary for oil...do ya know or did you "just" pick it up?

 I advocate for a chain but the truth is I've never had a belt drive primary.

  My 76 shifts almost silently since I went to the Rivera Pro Clutch.  To hit neutral at a complete stop I do very slight blip. Sometimes I think that's as much old habit as anything.  It's night and day compared to my 12.  :angry:
