Is the bolt pattern from a 96 3" rim the same as an 08 5" rim?

No.
The bearing changes in 2000 meant the bolt pattern had to change.

The bolt pattern is actually the same, it is the centerhole that differs. Centerhole ID up to 99 is 50mm, from 2000 up, the centerhole is 56,3mm

Big axle and bearing size differences though.
