Newest SE compensator service bulletin??

My 09 street glide has the newest SE compensator/rotor combo. There was an HD service bulletin about adding shim(s) to the spring pack. Was this memo regarding the old rotor, or should all touring models upgraded to this have shims installed?

This might be enough info for you.  It's a twin cam sticky here.  The service sheet is in the stuff FSG has posted if you need that also.
