I have only put maybe 100 miles on the bike, now I hear a distinct valve clatter after 30 seconds after start up. I am going to dump whatever cheap oil was in it in the morning and replace with mobil 1 20/50 v twin.....any suggestions?

I bought the bike with 1900 miles and it is stock as far as I can tell.

A 17 with 2000 miles?  Stock motor? Chances are, nothing is wrong.
If you must chase it,  I'd look at the rocker arm bolts on the intake side for witness marks, to see if the shaft is turning, hitting the bolts. Common source of noise.

I put Rockouts and HyLift lifters in mine. Got rid of a lot of the upper end noise. I still have a lot of lower end noise though.

the bike seems to be unmolested.... just has turn signals moved to the fender.. but I am (was) a mechanic and I put mobil20/50 syn in it and it is still clattering...

If it were me, I'd swap out the lifters for some HyLift or S&S, (mostly for peace of mind), install the rockouts and ride it. And then ride it some more. Air cooled v-twins tend to make some valve noise.

If you're trying to get rid of engine noise M1 20-50 is one of the WORST things you can put in there.

Try Spectro 25-60 NON SYNTHETIC oil, nothing better when it comes to quiet.
