How critical would use of grade 8 bolts be for the 4 front fender fasteners of the FLHT's? Will grade 5's snap off due to fender twisting?

Are the oem bolts grade 8?
I'd have to look at my flht to see what's there. 150k miles and never had an issue with the front fender.
If you're having a problem with the front fender twisting and snapping off bolts you may want to check your front forks mounting especially the axle torque and clamp.

My 1999 parts book shows that bolt as pn 3462 which is a 5/16 X 1-1/4 grade 8 steel. Don't know how critical that is, it does not seem to have much of a load on it and I don't know if the fender twists, but it should be a very common item available at most any hardware store.
All the OEM bolts up to the complete change in 2014 are Grade 8.
OEM bolts number below. Also there should be a lock plate that you bend the tabs over the bolt head to keep them from backing out.
