Are the turn signal lights on, or the running lights? Two filament bulb or one?
Either way, check ground. Are the handlebars grounded?
The rears may need to be hooked up to work properly, not sure on those old systems.

On my 1983 FLH if a bulb is out and I hit the T/S the good bulb will light but not blink, it seems the front and rear is in a loop.

That was my thought, the TS may not blink with just one bulb.

I use an electronic flasher so it doesn't matter what bulbs you have hooked up.

My 78 shovelhead you have to hold the button to keep signal flashing. Makes it hard to operate the clutch or throttle/brake.

Try a different flasher not a heavy duty one.

Yeah when I switch to my 76 and I finally find that little button usually I am already into the turn.
