Title: Oil sumping

Oil sumping way an easy fix on an old Pan. I bought a 2001 twin cam bike from my son-in-law. Longs story short, this bike was sitting for almost 20 years. The problem is the oil drains down to the bottom of the motor if it sits too long.
This bicth is hard to start, especially hard to start in winter time. 
When the bikes sits too long, you check the oil and there is no oil in the tank. After it gets running, the oil shows up in the tank. HOW CAN I STOP THE OIL FROM DRAINING DOWN TO THE BOTTOM END?
