Stock 107/114 cyls VS. SE 114/117 cyls

Does anyone know the major differences between these cyls?  I have seen that the stock cyls can only be bored to so far and the SE ones can be bored to 4.180-4.185. Are the spigots bigger on the SE ones than stock allowing a bit more boring?

107 cylinders are 4.269". So boring to 4.125 leaves you with 0.144" or 0.072" wall thickness.
HD Stage III cylinders are 4.346"
