on my 17 RGU, is my A/C like K&N.............can I clean and oil?

If it is a flat filter, no. If it is a conical one , then yes, clean it but NO OIL.

HD service manual for my 2017 Limited says you can clean and reuse the STOCK  filter... No oil.
