Front end bearing preload

Hi, I'm trying to correct a front-end clunk on my 2000 FLHT and figured on starting by increasing the bearing preload. (I already drained a refilled the forks.) I removed the stem nut to tighten the front-end bearing preload adjuster. The manual shows a star shaped adjuster above the bearing and states that it can be accessed after loosening the stem nut. Well I can't access it, nor can I see the preload adjuster. I may wear coke-bottle lenses but I can see pretty good with them.
