Not sure if this is the right place to ask this.

Background took my 2023 CVO Road glide  in for 1k service

went in with a top speed of 111 MPH.
came out with top speed of 106-107 MPH with a slight surge.

Dealer said they did SB M1616 (amplifier update) and SB M1632 (crank no start)

Every post I have seen about these updates say they did not change the top speed.

I have done basic trouble shooting like making sure the clutch wasn't slipping etc.

Question:

Is it possible to install an incorrect update with the digital tech 2?

Buglet

From what I was told the newer design bike are having a handling problem at high speeds, so Harley decided to lower the top speed.

this is true but only the Street Glide CVO and NON it is a aerodynamic issue causing instability in certain situations at high speeds.

From what Ive seen ANY bike that has the M1632 Crank no start update will also have the speed reduced to 111 MPH   ( or lower depending on engine load )   its also true for the 2024 bikes unfortunaly

M1632 applies to   2023: CVO Street Glide (FLHXSE), CVO Road Glide (FLTRXSE)
2024: Street Glide (FLHX), Road Glide (FLTRX), CVO Street Glide (FLHXSE), CVO Road Glide (FLTRXSE), CVO Road Glide ST (FLTRXSTSE)

On other forums people that have had M1632 done say it did not change their top speed.

This is what I am seeing on the 23 CVO Facebook page. There is a separate one that is just for street glide and its a recall for the 23, lowering top speed to 100 mph.
