Has anyone tested the effect of this? Or the other way around?
Will it just limit the output to 32 amp in both cases with otherwise no negative side effects?

The air gap between the rotor and stator is a critical dimension. As long as the clearance is correct, meaning not to large and not too close, it should not be a problem electrically. It is possible to calculate the output of this combination but to do so would be an engineering project in itself. Much easier to just build it and measure it.

Before you try it please read service bulletin M-1111 and it is available on this site.  The way I read it the rotor magnet strength is what determines the capacity and if the stator is not up to the amperage it can overheat.
