countershaft first gear bushing - 4-spd 1984 FXST

Does anyone know if the bushing on a low gear countershaft in a 4-spd tranny is pressed into the gear or onto the gear cluster?
Had to get a new cluster because the old one siezed the bearing and wrecked the cluster.  Bushing was stuck to the cluster, but I don't know whether it should be just riding there or fixed.
