CAN YOU PUT A 127 TOOTH BELT IN PLACE OF A 128 TOOTH BELT WITHOUT ANY OTHER CHANGES?

YES!
One tooth difference is only about 7mm - a bit more than 1/4" - in moving the rear wheel back to set the correct belt tension.
