best way to adjust throttle......help...

What is the best way to adjust the throttle on a 95 HD W/G? I lubed my throttle cables and then adjusted them so it would snap back closed when I took my hand off. But now it does not seem to open up all the way when I ride.
Any suggestions on the proper way to adjust a throttle would be appreciated.

slacken both cables
turn thottle wide open and turn throttle cable well watching bell crank on carb till it just comes to the stop
not trun front end full right
turn idle cable to remove slack turning throttle and seeing if it snaps back continue turning till it won't snap back then back off till it does and your finnished
