'91 1340 head,...spark plug side cap screws

I have two sets of short cap screws. One set a bit longer than the other. I'm thinking the longer of the two are earlier and sat on a spacer in the recess of the head, while the shorter of the two sets is correct for this engine...no spacer. I have installed the -85c cylinder studs...just looking for confirmation or a correction.
I thought there might have been a service bulletin but I couldn't find one in my stack.
