1973 XLH clutch adjustment

Working on a friends bike and can't seem to get the clutch adjusted right. Set the outer release plate distance according to the manual. Then i turned the adjusting screw in until i felt resistance then backed it out 1/2 turn. When i try and pull the clutch lever in it only moves about a 1/8 of it's complete travel, and the adjusting screw is not moving in or out. Feel like the cable can not disengage the clutch. Anyone heard or seen this before? Thanks for any help

 You,re not doing it right.
Make sure there is a LOT of slack in the cable and the adjustment screw is turned out plenty to allow the cam arm that holds the cable to rotate all the way back before you even think of taking out the slack or turning in the screw.
