WHATS THE DIFFERENCE BETWEEN A FX AND FLH INNER PRIMARY

Hole for mid controls is one.  Can't think of anything else at the moment.

SO IF HOLE IS PLUGGED IT WOULD WORK ON FLH?

     Yes, if the hole is plugged it will work on an FLH. Or if there is a hole, simply plug it. Some of the aftermarket inner primaries came with a removable plug so that you could use them either way.   
Anybody who tries to tell you that the press is the enemy of the people is just that.

I started to post the same thing, but if the outer cover from an FL will fit the inner from an FX, and I don't know why it wouldn't, then the mounting tab will still be there.
