HOG-PRO Wheels?

I'm installing a set of hog-pro wheels on my friends 08 road king. 3.5X21 front and 3.5x18 rear. According to hog-pro everything should fit, but of course it doesn't. The O.D. of the bearings in the front wheels is .1345" differance with the new wheel bearings being wider. The O.D. of the rotors is in within a couple of thou. so they will work as is. I'm not sure if I should cut the outside spacers or the inside spacer. Has anyone run into this before??

Went back out to the shop and looked at the new wheel somemore and the Rt bearing is .040 deeper in the wheel measuring from the outside of the rotor. WTF?
